Minutes of Meeting
Tuesday, February 25, 2014

Member Present: Jeffrey Jordan, Richard DeBold, Town Administrator Jodi Pinard

Call to Order: Mr. Jordan called the meeting to order 7:00pm.

Police Department:
The impala is out of service again with transmission issues

Emergency Management - N/A

Fire Department :
Chief Quimby publicly Thanked Jim for his assistance during these large snow storms. Both the Highway Department and Matt Cole have plowed driveways as well as the station. I received an email from Tiffany at Greenwood Emergency Vehicles Engine 3 on schedule and should be completed at the end of next week.

Highway:
Mr. Plunkett thanked Matt Cole for plowing in front of the doors at the fire station. We have just been plowing snow, and it is strongly recommend sign on Horse Corner just before Commaire to place a frost heave sign. I am parking a vehicle in front of the door of the salt shed so that no one can pull a vehicle into the shed. I would like to be given a notice for the intent to cut so that I am aware what is occurring. We will need to look into widening the beginning of Durgin Road as it is just way to narrow. The Blackmen Bridge upper brick portion has started to bow out. I am not sure who owns this bridge. We are going to have to look into it and I just wanted to let you know. There is more building on Short Falls Road I am not sure that you are aware. I thought there was supposed to be a cistern down there and I do not believe that it has been completed yet.

Mr. Jordan commended the Highway Department on the way the roads have been maintained during the winter season.

Building Department –Nothing to report

Library :
Lucille Noel stated they had a book sale on Saturday and made over $500. Mrs. Noel thanked Jim for cleaning out the parking lot of the library and keeping the back clean as well.
The trustees met the Attorney General to discuss the legitimate use of the money and it was stated it could be used toward a landscape and improving the parking lot. This would provide better access to the library in both front and back. But there are no restrictions on how this money is to be spent it was left to the library and can be used as the trustees see fit. The community room is still being heavily used. We are now running into having to turn some people away from using it as the room is booked. We have received 2 estimates for extending the heat in the meeting room as well as considering the propane heater from the police department. So we will be bringing that back to you.

Agriculture Committee:
Will be having presentations on different items. The first will be regarding outside gardening from John Carol.

General Business/Board Discussion:

Department of Labor Safety Audit Result:
Mrs. Pinard reviewed the results of the audit. We will be contacting an electrician to complete the electrical work and the other items are already being addressed as they are housekeeping issues. All items need to be addressed by March 28, 2014.

A motion was made by Mr. DeBold and seconded by Mr. Jordan award JSF Builders to move forward with the repairs to the stairwell at the fire department in the amount $2,500 to be paid out of the Town Facilities Capital Reserve Fund. Motion Passes

Food Pantry Donations:
A motion was made by Mr. Jordan and seconded by Mr. DeBold pursuant to RSA 31:95-n, the Board of Selectmen shall accept and authorize the expenditure of unanticipated funds in the amount of $40.00 received from Suncook Valley Pomona Grange #12 to support the Food Pantry. It shall be the responsibility of the Town of Chichester to maintain accurate record of all funds, detailing their expenditures, and that such records shall be made available upon request.

A motion was made by Mr. Jordan and seconded by Mr. DeBold pursuant to RSA 31:95-n, the Board of Selectmen shall accept and authorize the expenditure of unanticipated funds in the amount of $250.00 received from First Congregational Church of Pittsfield to support the Food Pantry. It shall be the responsibility of the Town of Chichester to maintain accurate record of all funds, detailing their expenditures, and that such records shall be made available upon request.

A motion was made by Mr. Jordan and seconded by Mr. DeBold pursuant to RSA 31:95-n, the Board of Selectmen shall accept and authorize the expenditure of unanticipated funds in the amount of $50.00 received from Catherine Edmond Bailey to support the Food Pantry. It shall be the responsibility of the Town of Chichester to maintain accurate record of all funds, detailing their expenditures, and that such records shall be made available upon request.

A motion was made by Mr. Jordan and seconded by Mr. DeBold pursuant to RSA 31:95-n, the Board of Selectmen shall accept and authorize the expenditure of unanticipated funds in the amount of $100.00 received from Richard & Dorothy Mackin to support the Food Pantry. It shall be the responsibility of the Town of Chichester to maintain accurate record of all funds, detailing their expenditures, and that such records shall be made available upon request.

Boston Post Cane Presentations
The presentation will be March 7, 2014 @ 2pm. Olive Edmunds will be the recipient.

Public Input:
Lucille Noel stated the Heritage Commission is submitting the Plan NH Community Design Charrette Application and I have given a copy to the town.

Richard DeBold stated that he has heard nice things about the Chichester Heritage Commission and the Historical Society for all of the grant applications they have submitted.

A motion was made by Mr. DeBold and seconded by Mr. Jordan  to adjourn the meeting at 7:58pm. Motion Passes
